First-Time Passport Applications

If you are applying for a passport for the first time, you must appear in person at the American Citizen Services unit at the United States Embassy in Tel Aviv with two photographs of yourself, proof of U.S. citizenship, and a valid form of photo identification such as a driver's license.

There are special requirements for children under 14. They too MUST appear in person before the Consular Officer.

Required documents for First Time Applicant:

1. Proof of Citizenship and Identity:
  • Examples of proof of citizenship: Birth Certificate issued in the U.S., Certificate of Naturalization, Consular Report of Birth Abroad (FS-240), Certificate of Citizenship,
  • Examples of proof of identity: Drivers License, Foreign Passport, or Teudat Zehut.

2. Photos:
  • Two regulation-sized, identical (5 x 5 cm) photographs with white backgrounds.

3. Social Security Number:
  • Required by law, if you have one, when applying for a passport.

  • Cost:
    • For applicants 16 and older, the total cost of the passport is USD 97,
    • For applicants under 16, the total cost of the passport is USD 82,
    • The U.S. Embassy accepts U.S. dollars, shekels and international credit/debit cards. Check the information column to the left of this website for the current exchange rate.

  • Envelope:
  • To receive your passport, you need to supply either a registered, self-addressed, stamped envelope with at least 8.40NIS of postage or you may use the courier service that will deliver your documents directly to your chosen address for NIS 34. An envelope for the messenger service will be provided at the Embassy and the messenger service will call you for your credit card number to pay for the service after you have left the Embassy.

4. Applicant:
  • All applicants must appear at the Embassy, even if they are children.
5. Parents:
  • If the applicant is under 14 years old, both parents also must appear at the Embassy. Parents must bring identification such as passports.

6. Birth Certificate:
  • Required for all applicants under 14 years old. This can be the foreign birth certificate, U.S. birth certificate, or Certified Report of Birth.

Israeli passports with U.S. visas:

If the passport applicant recently received a Certificate of Citizenship or Naturalization, and s/he possesses a U.S. visa in their foreign passport, please bring the passport and U.S. visa to the Embassy when applying.
